Got no Twenty Sixteen when upgrading to WordPress 4.4. On the previous major releases, new default theme usually included.

Per previous Slack discussions, Twenty Sixteen will not be merged to SVN, but should be a default theme for new installs

Twenty Sixteen will be installed for NEW Websites. Anyone who is merely upgrading will NOT get Twenty Sixteen
